SUMMARY
This is advanced leadership in the operation and maintenance of an electric generating facility.
Depending on area of assignment, this position is responsible for plant activities related to the operation and maintenance of fossil fuel steam-electric generating units and combustion turbines; and/or on-site water processing facility, fuel handling, material handling operations including disposal of by-products, landfills, facilities maintenance and site security.
Work includes directing the work of supervisory personnel and bargaining unit employees.
Positions allocated to this class report to a designated manager and work under general supervision.
Work in this class is distinguished from other classes by its advanced leadership responsibility of generation assets.
ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Responsible for day-to-day operation, maintenance and work planning functions of production asset.
Supervises, plans, organizes, and coordinates the work of assigned staff; sets work goals, objectives, and priorities.
Assures conformance with administrative policies and procedures within an assigned operating and maintenance division.
Develops and implements plant operating and maintenance policies and procedures.
Develops and implements plant performance programs, maintenance planning, scheduling, and work order control programs and procedures.
Participates in the preparation of annual operating and maintenance and capital budgets and administers daily budget activities and expenditures.
Reviews, evaluates, recommends, and directs activities related to implementing major repairs, alterations, additions, and improvements to plant facilities.
Develops and implements policies and procedures required for safe, reliable and efficient operation and maintenance of facilities and use of personnel.
Develops and directs activities to ensure facility meets environmental standards set by the various regulating agencies.
Develops advanced skills training and industrial safety training programs for power production personnel and assures effective program implementation and administration.
Evaluates and recommends use of contractual services, when cost effective, and administers contracts.
Prepares records and reports on plant operating and maintenance.
Maintains inventories of parts, supplies and materials including, but not limited to, water treatment chemicals, laboratory supplies and equipment.
Prepares specifications for purchases in accordance with corporate procedures of equipment, materials, and services.
Evaluates bids and makes recommendations.
Investigates Safety, Environmental, Reliability and any other unintended event or consequence, determines root cause and implements corrective actions.
Ensures compliance with local, state, and federal environmental regulations including, but not limited to, air emissions, spill handling, storage and disposal of hazardous materials and waste, control of fugitive dust, stormwater and wastewater management, and landfill management.
Recommends selection, promotion, discharge, and other appropriate personnel actions.
Attends work on a continuous and regular basis.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma,
and seven (7) years of progressively responsible experience in the operation and maintenance of high pressure steam electric generating plants or of industrial systems and auxiliary equipment related to electricity generation (depending on area of assignment), which includes two (2) years of experience as a power plant engineer or supervisor,
or an equivalent combination of training and experience which provide the required knowledge, skills and abilities.
