Overview:
Highly responsible position involving specialized, detailed, and confidential work in all areas of the Human Resources Bureau (HRB) including pre-screening, selection, and hiring, as well as all other pertinent personnel-related functions involving ACSO employees.
Requires the exercise of considerable independent judgment, discretion, self-direction, and self-motivation.
Work is performed under the direction of the Human Resources On-Boarding Manager.
Performance is evaluated through observation, results obtained, and appropriate employee performance appraisals.
Responsibilities:
EXAMPLES OF SPECIFIC DUTIES AND RESPONSIBILITIES*:
Post open position announcements on the ACSO Website
Create open position announcements for in-house and outside postings
Provide the public with information regarding employment opportunities at ACSO by telephone, e-mail, or in person
Process returned employment applications or requests for information regarding current or past employees
Ensure applicants provide all necessary supporting documentation
Schedule and administer all applicable testing
Schedule and notify applicants of polygraph tests, physical examinations, drug tests, psychological evaluations, oral board interviews, and all other tests required for employment
Coordinate background investigations on applicants when applicable
Ensure all supporting documentation gathered by the background investigator(s) is properly organized in the background investigation folder for Command Staff review
Establish and maintain all applicant files
Close out all applicant files not selected for employment
Enter applicants approved for hire into the HR Module
Maintain a sufficient supply of forms and any other necessary paperwork needed for the applicant/hiring process
Perform daily clerical duties, i.
e.
, collect and distribute mail, type letters, design forms, file applicant and employee material, make copies, scan, send faxes, etc.
as required by the HRB

WORK CONDITIONS:
Normal office environment and hours.
Occasionally required to travel to other locations to administer pre-employment tests and/or attend recruiting events which could be located either indoors or outside.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of federal and state laws regarding employment practices
Knowledge of ACSO rules, regulations, policies, and procedures, particularly in regard to employee rights and responsibilities
Skilled in dealing with people of all types
Skilled in coordinating/completing multiple tasks while entertaining frequent interruptions
Skilled in assessing productivity and identifying improvements
Skilled in the use of small office equipment, including copy machines or multi-line telephone systems
Skilled in using computers for data entry
Skilled in using computers for word processing and accounting purposes
Ability to counsel and advise applicants appropriately
Ability to find information needed by new or current employees
Ability to make sound decisions with minimal supervision
Ability to manage time efficiently, prioritize tasks, and reach closure on projects
Ability to handle sensitive and confidential information discretely
Ability to establish and maintain an effective working relationship with the ACSO administration, co-workers, other agencies, and the general public
Qualifications:
EDUCATIONAL REQUIREMENTS:
High School Diploma/GED required
*Associates or Bachelor’s degree in Public Administration, Human Resources or related field preferred.
EXPERIENCE AND TRAINING:
Two (2) or more years of customer service experience, preferably in a human resources environment
Ability to type 35 cwpm
Any associated clerical testing
Good knowledge of clerical practices and office machines.
Knowledge of most current software program(s) utilized by ACSO or able to learn within three (3) months
CERTIFICATION AND LICENSING:
Public Notary certification or ability to attain such within three (3) months.
