SUMMARY
Conduct annual cost analysis and new rate development of commodities and other services for rebilling through UFarm Fee-for-Service Educational Activity (FSEA)s at IFAS.
Rates currently consist of crops with planned expansion into growth chambers and other areas.
Conduct formal rate review for University of Florida Finance and Accounting as requested.
Analyze, develop, and assist with training on best practices as it relates to financial operations of the UFarm FSEAs.
Manage study workflow and monitor expenses to ensure timely billing and appropriate cost recovery.
Provide recommendations for improvements of financial systems.
Assist in creating an approach that is sustainable at our RECs, stations, and other locations incorporating bulk buying via UF Procurement Services, compliance for Sponsored Programs needs, and standardizing an approach to billing and accounts receivable management.
Successful candidate is expected to visit UFarm participating locations across the State of Florida to ensure continual process improvement for our financial modeling.
ESSENTIAL FUNCTIONS
Rate Development and Reporting.
Conduct cost analysis of Fee-for-Service Educational Activity service lines including annual rate refresh and new services.
Provide reporting on costs as requested from IFAS leadership and UF Finance and Accounting.
It is anticipated that there will be multiple FSEAs to develop, refresh, and monitor within the umbrella of UFarm.
Development, guidance, documentation, and training on best practices for UFarm system use and expenses across various FSEAs.
Communicate with IFAS units to understand financial system needs as it relates to UFarm.
Monitor systems to ensure proper allocations and workflow.
Make recommendations for system improvements and develop guidance on best practices for cost tracking.
Assist with financial reporting and accounting functions.
Assist Finance Manager in developing dashboards and reports for UFarm financial management and leadership as requested.
Assist with monthly reconciliations and monitoring of fund expenses and revenues.
Assist with UFarm communications.
Monitor website and provide updates as needed.
Assist Finance Manager with standard operating procedure development and related trainings and communications to UFarm users through various platforms.
OTHER CHARACTERISTICS
Must be able to successfully collaborate with a wide variety of IFAS personnel and UF central administration in Finance & Accounting as well as Contracts & Grants.
Ability to present progress to IFAS administration and others at UF.
Train financial personnel across IFAS to use the OnBase study management system along with the Peoplesoft billing system.
Expected Salary:
$65,000-$75,000
Minimum Requirements:
Bachelor's degree in an appropriate area and four years of relevant experience.
Preferred Qualifications:
Masters degree in Finance or Business focus
Prefer big picture strategic experience
A/R and billing knowledge
Prior work with databases
Previous Rate Development experience
Familiarity with Federal cost standards related to grants
